Second Memo Leaked Adds More to Downing Street Memo Picture

A second document has been leaked – this one a set of cabinet briefings:

The briefing paper, for participants at a meeting of Blair’s inner circle on July 23, 2002, said that since regime change was illegal it was “necessary to create the conditions” which would make it legal. This was required because, even if ministers decided Britain should not take part in an invasion, the American military would be using British bases. This would automatically make Britain complicit in any illegal US action.

Remember ‘I voted for the $47 billion before I voted against it’ thingy? How about, ‘I started the war before we voted to start it.: My boyfriend Jeremy Scahill over at Democracy Now:

President Bush began the invasion of Iraq, the air war against Iraq a year before he actually officially began it… Baghdad Bob, Chemical Ali, these guys were telling the truth. And they were saying the Bush administration is trying to provoke another Gulf of Tonkin here, by coming in and escalating these bombings. Tariq Aziz, the last time I talked to him, said the same thing. They’re sending U-2 spy planes. They want to us shoot it down. They’re looking for a reason to go to war.
